ATTORNEY

State of Washington Office of Public Defense

The Washington State Office of Public Defense (OPD) Parents Representation Program (PRP) currently provides  state funded attorney representation and case support services to indigent parents, custodians and legal guardians  involved in child dependency and termination of parental rights proceedings in Washington counties.  Douglas: One or more contracts, part-time caseloads of up to a 25% caseload (up to 20 open and active dependency &  termination cases), beginning as soon as October 1, 2021. 

All PRP Counties: Although OPD does not anticipate any immediate openings, OPD is willing to accept applications for all  counties in order to identify interested parties if openings become available in the future.  

The contract caseload for a full-time attorney (ATTORNEY REPRESENTATION FOR INDIGENT PARENTS  IN DEPENDENCY AND TERMINATION CASES ) is approximately 80 cases with an approximate annual compensation up to $125,000 to $156,780. Part-time attorney position compensation is pro-rated based on a percentage of a full time case load. Compensation includes all overhead such as support staff, rent, and other costs of doing business.  Compensation is dependent on experience. If interested, follow the application procedures below.  

PRP Purpose Statement: Ensuring a fair and equitable child welfare system by leading, administering, and supporting the effective and efficient delivery of multidisciplinary right-to-counsel services for indigent parents facing state intervention in the parent-child relationship.

Qualifications  

The following qualifications are required:  

• Licensed member of good standing with the Washington State Bar 

• Able to meet Washington State Supreme Court Standards for Indigent Defense 

• A demonstrated commitment to parents’ rights, indigent defense, or social justice issues • Experience or interest in how race, gender, national origin, disability, and class intersect to create disparities  for individuals and families experiencing state intervention in their lives and a willingness to challenge the  state when it exists. 

• Provide representation with energy, enthusiasm and a commitment to trauma-informed, anti-racist,  intersectional, non-judgmental, and truly holistic advocacy throughout the case 

• Be familiar with RCW 13.34 and court rules pertaining to dependency and termination cases • Be responsive to and communicate clearly with clients who are often under great stress • Develop collaborative working relationships with other parties and all child welfare stakeholders • Experience in the court for which you are interested preferred, but not required

The Housing Justice Project (HJP) is a homelessness prevention program providing accessible, volunteer-based legal services to low-income, residential tenants facing eviction in King County. Legal assistance is provided through counsel and advice, negotiated settlements, limited representation at Show Cause hearings, and/or referrals depending on tenants’ needs and financial eligibility.

Reports to: Managing Attorney, Housing Justice Project General Information: As part of recent state legislation, low-income tenants are guaranteed counsel in eviction proceedings in Washington State. Many new attorneys will be practicing in this area of law for the first time. The role of the Statewide Advocacy Coordinator is to support and train attorneys defending tenants throughout the state. The position has both advocacy and training components: 1) creating a curriculum and training materials for new attorneys; and 2) supporting attorneys throughout the state with

legal issues, trials, and appeals. The Coordinator is expected to develop motion templates, provide guidance to attorneys on cases, and create a community of advocates working on right to counsel. The Coordinator will also develop trainings on housing issues, the impact that loss of housing has on BIPOC communities, and other resources.

The Responsibilities of WDA’s Immigration Project Resource Attorney include:

o    Ensure defender practices to provide effective assistance to achieve outcomes that avoid or mitigate immigration consequences.  

o    Identify emergent issues and collaborative response strategies; and  

o    Build capacity to leverage defender engagement toward local, state (and national) systemic changes in the criminal and immigration legal systems.   

·                     Immigration Case Consultations: Deliver high quality, timely case-specific support in response to a high volume of assistance requests from defenders. 

·                     Training: Provide webinar and in-person training to defenders, community partners and other criminal legal system stakeholders. 

·                     Resources: Develop practice advisories and other tools addressing immigration consequences of criminal convictions and criminal legal system involvement. 

·                     Systems Advocacy: Engage with community partners and stakeholders to advance systems change advocacy on state and local issues regarding noncitizens who become involved in criminal legal systems; identify opportunities to integrate community partners into WDA advocacy efforts.

The Judicial Conference of the United States has authorized the appointment of a  full-time United States magistrate judge for the Eastern District of Washington in  the Court’s Spokane Division. 

The duties of the position are demanding and wide-ranging: (1) conduct of most  preliminary proceedings in criminal cases; (2) trial and disposition of misdemeanor  cases; (3) conduct of various pretrial matters and evidentiary proceedings on delegation from a district judge; and (4) trial and disposition of civil cases upon  consent of the litigants.  

The basic authority of a United States magistrate judge is specified in 28 U.S.C. §  636. 

To be qualified for appointment an applicant must 

1. Be, and have been for at least five (5) years, a member in good standing of  the bar of the highest court of a state, the District of Columbia, the  Commonwealth of Puerto Rico, the Territory of Guam, the Commonwealth  of the Northern Mariana Islands, or the Virgin Islands of the United States,  and have been engaged in the active practice of law for a period of at least  five years (with some substitutes authorized);  

2. Be competent to perform all the duties of the office; be of good moral  character; be emotionally stable and mature; be committed to equal justice  under the law; be in good health; be patient and courteous; and be capable of  deliberation and decisiveness;

3. Be less than seventy (70) years old; and 

4. Not be related to a judge of the district court. 

A merit selection panel composed of attorneys and other members of the  community will review all applicants and recommend to the district judges in  confidence the five persons it considers best qualified. The court will make the  appointment following an FBI full-field investigation and an IRS tax check of the  selected applicant.  

The individual selected must comply with the financial disclosure requirements  pursuant to the Ethics in Government Act of 1978, Pub. L. No. 95-521, 90 Stat.  1824 (1978)(codified at 5 U.S.C. app. 4§§ 101-111) as implemented by the  Judicial Conference of the United States.

Northwest Immigrant Rights Project is seeking law student applications for full-time summer internship positions in its Tacoma office. Northwest Immigrant Rights Project (NWIRP) is the only nonprofit organization providing comprehensive immigration legal services to immigrants with low income across Washington State. NWIRP promotes justice by defending and advancing the rights of immigrants through direct legal services, systemic advocacy, and community education. NWIRP’s Tacoma office provides legal services to the up to 1,575 immigrants detained at the Northwest Detention Center (NWDC), 85% of whom are unrepresented. At NWIRP’s Tacoma office, law students will gain exposure to immigration law and have the opportunity to improve their legal writing and research skills in a fast-paced environment while working with detained and non- detained clients. Legal interns will be asked to commit at least 25-35 hours per week for these virtual internships.

The FPD Office is headquartered in Seattle, WA, and maintains a fully staffed branch office in Tacoma, WA. The FPD manages an annual budget of $12 million and an office of about 55 employees, which include attorneys, paralegals, investigators, and administrative personnel. The term of appointment is four years, renewable upon demonstration of highly satisfactory performance in office. The current authorized annual salary is $170,800. The Office of the Federal Public Defender provides federal criminal defense services to individuals unable to afford counsel. An applicant must satisfy the following conditions: (1) be admitted to practice before the highest court of at least one state; (2) be a member in good standing of every State Bar of which they are a member; (3) have a minimum of 5 years of criminal practice, preferably with significant federal criminal trial experience; (4) possess administrative expertise; (5) have a reputation for integrity; and (6) be committed to the representation of those unable to afford counsel.

Staff Attorney VOCA – Yakima, WA

NJP seeks applications from qualified attorneys to work to address the collateral civil legal needs of persons who have been victims of crime.  Such crimes include, but are not limited to, domestic violence, sexual assault, rape, and other violent acts, trafficking, wage theft, fraud, identity theft, and other financial exploitation.  The crime need not have been prosecuted or reported to law enforcement for the victim to receive civil legal services through NJP. The ideal candidate would be interested and willing to pursue civil litigation in areas related to housing, consumer protection, family law, public benefits and health care access, and other collateral impacts of victimization (such as protection orders, housing, employment, health care, and education).

The position will work as part of a larger team within NJP and will collaborate as part of a broader team of attorneys serving within the Washington Alliance for Equal Justice.  Applicants should have a desire to work with crime victims and with the agencies that serve them. The lawyer will identify, conduct outreach to, and collaborate closely with victim and other services agencies, law enforcement and others to identify and address the most pressing legal needs of crime victims in the region.   The lawyer will provide limited assistance, including advice and brief services at clinics, as well as representation in litigation, administrative procedures, and other legal matters as resources allow.  VOCA related work undertaken by the Yakima office has included family law litigation, litigating protection orders, housing litigation, and immigration relief.

Bilingual Staff Attorney – Quincy, WA

Northwest Justice Project (NJP) will receive funding from the Office of Civil Legal Aid (OCLA) to open an office to serve Grant and Adams County in our Quincy, WA office (about 30 miles from Wenatchee, WA) The funding will support the hiring of two attorneys and a legal assistant. The Center engages in various forms of advocacy, including serving as counsel in affirmative civil litigation, representing individuals in post-conviction petitions, and filing amicus briefs in state and federal court on relevant civil rights and criminal justice issues. Duties: The Advocacy Fellow will assist the Korematsu Center Executive Director, Director, and Assistant Directors with the day-to-day operation of the Center, which will include the following: 1) Assist with Task Force on Race and Washington’s Criminal Justice System. The clinic is currently capped to 4 students each semester who are supervised by Robert Chang and Assistant Directors Melissa Lee and Jessica Levin. The Congressional Research Service (CRS) seeks a senior manager to lead its American Law Division (ALD), one of CRS’s five research divisions. CRS provides objective, nonpartisan, and authoritative legislative research, analysis, and consultative support exclusively to the U.S. Congress.

This position serves as head of the American Law Division, a major CRS research division.  In this capacity, and reporting directly to the Director of CRS, the Assistant Director manages, within the interdisciplinary environment of CRS, a professional legal staff in its production of written products and consulting services in support of the U.S. Congress.

This also includes exercising overall responsibility for the oversight and management of the division’s human, financial, material, and information research assets, including a staff of approximately 65 employees. In performing these activities, the Assistant Director is responsible for ensuring that the research, analytical, and consulting activities of the division are aligned with the legislative needs of Congress and with the priorities, goals, and policies of CRS for meeting those needs.
